Welcome to Online Sales Platform (UNIVERSAM®) from Web Service Solutions SIA (WSS) to www.universam.lv (Site).
Any person, who wants to buy or sell items via the Site, or use other services Services provided on Site, must accept the Terms and Conditions without a change.

By visiting Site and accepting "I have read and I sagree with and follow terms and conditions of UNIVERSAM®" on registration, you accept that you have read, understood, agreed with all of the clauses of the Terms & Conditions and will follow them. In particular, you acknowledge that you have read and understood and you accept the following sections of these Terms & Conditions:

Please note that WSS may list items for sales on Site under UNIVERSAM® seller name. When UNIVERSAM® lists items for sale, it is no different to any other seller engaged in a deal and it will abide by the same obligations imposed under these Terms & Conditions as any other seller on this Site.

This section describes why we collect personal information and how we protect it.

Why Do sWe Collect Personal Information?

This notice applies to all information collected or submitted on the Site. We collect your personal information because it helps us to deliver a superior experience and level of customer service. It enables us to give you a convenient access to our products and services and to focus on categories of the greatest interest for you. Your personal information helps us to keep you posted on the latest product releases, special offers and events that you might like to read about. On some pages of the Site, you can order products, make requests, and register to receive materials about new releases, sales etc. To process your request, we ask for information such as your name, address, email address, contact phone number and payment details. On some pages of the Site, you can submit information about products, evaluate a seller.

What Information Do We Collect? How May We Use Information Provided by you?s

There is a number of ways your personal information may help us to provide a better service to you:
  • We collect information regarding the customer activities on the Site. This helps us to determine how to provide useful information and the best service to our customers and to understand which parts of the Site, products, and Internet services are of most interesting for you.
  • We may ask for your personal information such as your name, delivery / billing address, email address, contact preferences, contact phone number when you’re registering for a service or purchasing a product.
  • We may ask you to mark products you own to do not offer them again.

If you use rate/comment product or evaluate the service provided by a seller on the Site you should be aware that this information is visible to other users. Information you submit using these services can be read, collected, or used by other individuals. WSS is not responsible for the personally identifiable information you choose to submit in these services. You could complete Pen Name under My Personal Information on My Account page if you would like to submit comments with the name different from your real one.

When We Disclose Your Information?

WSS takes your privacy in a very responsible way. We never use or share personally identifiable information provided to us online in all ways unrelated to our service without providing you an opportunity to opt-out or otherwise prohibit such unrelated uses. WSS does not sell or rent your contact information to other marketers.

WSS has strategic relationships with the companies that help us to fulfill our service, process your orders, deliver products to you and provide customer services. These companies are obligated to protect your personal information according to agreement, except times we inform you, otherwise, at the time of collection.

Without such information being made available, it would be difficult for you to purchase products, have products delivered to you, receive customer service, provide us with a feedback to improve our services, or access certain services, new releases, and other content on the Site.

At times, we may be required to disclose your personal information by law or litigation. We may also disclose information about you, if we determine that disclosure is necessary for national security, law enforcement, or other issues of public importance.

How Do We Protect Your Personal Information?

WSS takes precautions to safeguard your personal information against loss, theft, and misuse, as well as unauthorized access, disclosure, alteration, and destruction.

Secure Sockets Layer (SSL) encryption is used on all pages of the Site where personal or financial information is processed. To make purchases through the Site, you must use an SSL enabled browser such as Internet Explorer, Mozilla Firefox, or others. It protects the confidentiality of your personal and payment information while it is transmitted over the Internet.

Cookies and Other Technologies

UNIVERSAM® uses "cookies" and other technologies to help us understand which parts of our store are the most relevant to you, where you go, and how much time you spend there. We may use cookies and other technologies to study traffic on Site as well as to study the effectiveness of our service. We also use cookies to customize your experience and provide a greater convenience every time you interact with us.

As standard practice on many corporate websites, we gather certain information automatically and store it in log files. This information includes Internet Protocol (IP) addresses, browser type, Internet Service Provider (ISP), referring/exit pages, operating system, date/time stamp, and navigation paths. We use this information, which does not identify individual users, to analyze trends, to administer the Site, to track Customer movements around the Site and to gather other information about our user base as a whole. WSS will not use the information collected to market directly to that person.

In some of our email messages, we use a "click-through URL" linked to content on the Site. When customers click one of these URLs, they pass through our web server before arriving at the destination web page of the Site. We may track this click-through data to help us determine interest in particular topics and measure the effectiveness of our customer communications. If you prefer not to be tracked, simply avoid clicking text or graphic links in the email.


UNIVERSAM® may include advertisements, links to the sites of third parties. We do not provide any personal customer information to these advertisers or third-party websites. WSS is not responsible for their privacy policies and practices. We recommend you to study about the privacy policies of those company websites first.


UNIVERSAM® does not sell products for purchase by individuals younger than 18. If you are under 18, you may use the Site only with the involvement of a parent or guardian.

Only registered users who agreed with Terms & Conditions (Customers) may participate in buying on the Site. Only obligated by agreement with WSS sellers (Sellers) may participate in selling on the Site. To register you must provide your full name, address, phone number, e-mail address. You warrant that the information you provide to us during the registration process is true and correct. Knowingly providing false information is a criminal offence and could lead to the prosecution. You will receive notification to the e-mail address provided on registration about the registration on Site with the request to approve registration by clicking the link in the e-mail. Registration will be completed after approval only. You are obliged to change your registration information immediately in case it changes and before participation in the deal on the Site.

WSS reserves the right to reject any registration in its sole discretion. If you provide incorrect or false information during registration or do not apply changes to your registration information immediately in case it changes and before participation in the deal, WSS reserves the right to terminate your account immediately and without notice to you.

You are completely responsible for maintaining and supporting the security of your password. You should not disclose your password to any third party. You are completely responsible for any action taken under your password on the Site. If your password is compromised (lost, became accessible to third parties, etc.) you must change your password immediately.

Information accessible on the Site

Unless otherwise authorized or consented, you agree not to use any information regarding other users that is accessible on the Site, except to enter into and complete deal conducted on the Site.   • Send to any user (Customer/Seller) any mail for marketing that promotes or advertises you or anyone else, using any data acquired on the Site.
  • Send to any user (Customer/Seller) any e-mail message (including any electronic message: SMS, MMS, etc.) except as necessary to complete any buying/selling deal or to provide a customer support concerning such deal.

Important note

As a reminder, never give out your username and/or password to anyone. WSS will never contact you requesting you to provide your username, password.

Remember! Never leave your laptop or personal computer unattended.

Site Policy

Prohibited Sales Items

The following items are prohibited from selling/buying on the Site:

  • Sales items that infringe another party's copyright, patent, trademark, database right, or other intellectual property or other proprietary right (warez software, CDs, videos and DVDs, BlueRay, OEM software, replica, counterfeit items, and unauthorized copies and so on);
  • Stolen items;
  • Items whose sale, distribution or offering for sale;
  • Advertisements;
  • Firearms and ammunition;
  • Offensive weapons, poisons and dangerous substances;
  • Tobacco and Alcohol;
  • Medicine and Drugs;
  • Animals;
  • Offensive material, including material that incites racial hatred or promotes discrimination based on race, sex, religion, national origin, physical ability, sexual orientation or age;
  • Obscene material including porn;
  • Other prohibited items as defined by the applicable law or laws;

Prohibited actions

Do not leave orders uncompleted. Order must be cancelled or rejected in case of impossibility of completion or by other applicable reasons.

Do not leave solved application unclosed. Application must be closed after is processed (for example, if you have received a replacement, refund, or information about the warranty, etc.).

Whether by yourself or in conjunction with other users, do not act in ways that are unfair to other users, including sellers.

Do not use the Site in the contravention of any applicable law nor permit or assist others to do so.


Price of any sales item listed on the Site is displayed in Latvian Lats (LVL) inclusive VAT. The same sales item may be listed by more than one Seller. In this case price of the sales items is displayed near the Seller on the sales item detailed description page on the Site.

Final order price, including shipping price, for the sale items purchased on the Site, are displayed on the order placement page on the Site, in the Order Summary before placing the order.

Unless otherwise agreed in advance in writing, the price of any items sold on the Site should be displayed inclusive of any customs and excise duty, VAT and other taxes which may be applicable and Sellers may not charge or seek to charge the Customer for any customs and excise duty, VAT or other taxes which are additional to the price displayed for the item on the Site.

Obligation fulfillment

Seller is required to accept or reject an order placed by Customer within 1 business day after order is placed.

Customer is required to do a payment in advance within 3 days after an order is accepted. Payment in advance should be made in the currency displayed in the prepayment invoice.

Customer is required to accept or reject the offer within the period specified in the offer.

Seller is required to dispatch the order within 2 business days after the reception of the prepayment to his banking account.

Customer and Seller must actively participate in order management: change the status of the order in accordance with the completed action (for example, order is accepted, approval of prepayment, etc.), and also provide an answer, provide required information, etc.

Customers must inspect all sales items purchased from a Seller on the Site on the receipt (for Damage on delivery, cases) and immediately after receipt to ensure that it accords with all description given by the seller on the Site and to ensure that the product is safe and that content of the delivered item corresponds with the order. In the case of any issues customer must act in accordance with item Return Policy.

Ratings, Service Feedbacks, Product Reviews

Customers may leave feedbacks on the service provided by the Sellers (Service Feedback), relating their performance selling items on the Site. Customers may rate the performance using a 5 point system (Rating). Seller under UNIVERSAM® trade name may not be rated. Customer may remove his rate, if he will decide so. It is impossible to rate the same event one more time after the rate is removed.

Customers with on or more completed order may leave a review for the items listed on the Site (Product Reviews). Customers may rate sales a item using a 5 point system (Rate). Customer may remove his rate, if he will decide so. It is impossible to rate the same item one more time after the rate is removed.

You acknowledge and accept that your Service Feedbacks, Product Reviews and Ratings will be publicly available for viewing on the Site. WSS is not responsible for checking or editing the Service Feedbacks, Product Reviews and Ratings on the Site.

You agree to indemnify and hold harmless WSS against any claim or action brought by a third party, arising out of (or in connection with) any Service Feedback, Product Review and Rating left by you on the Site.

Please use appropriate sections of the Site to manage your Service Feedbacks and Product Reviews.


You must ensure that each link to the Site posted or maintained by you or on your behalf, redirects users directly to the Site, without displaying or performing any other information. In addition, you must not make use of any framing techniques or technologies, interstitial advertisements, pop-up windows etc. in connection with any link to the Site.

Reference any links to any website other than the Site (External Links) in any messages, feedbacks, comments, descriptions of the items, etc. on the Site is prohibited.
You could include in any communication links or references directly to the Site (Internal Links) without displaying or performing any other information (advertisements, etc.) or executing any other code (javascript, action script, etc.).


Notices can be sent to you to the e-mail address you provided on registration on the Site. Order or application processing notifications are mandatory. You may choose what type of additional messages you would like to receive using My Subscriptions section of My Account.

Sometimes, WSS will send special offers to selected groups of our customers on behalf of other businesses. When we do this, we do not provide these businesses with your name, address and other personal information. If you do not want to receive such information, please, change My Subscriptions information on My Account page.

You may contact us using appropriate section of the Site.

Service Fee

WSS currently does not charge Customers any direct fees to use the services of the Site, but it reserves its right to do so in the future.

Service Termination

WSS in its sole discretion may terminate access to the Site, or any current selling buying deal immediately without notice for any breach of any terms of these Terms and Conditions.

You may terminate your registration on the Site using Terminate registration on UNIVERSAM® section of My Account.

Shipping policy

Seller’s Delivery Rules

A seller has an option to define his own delivery rules (Seller’s Delivery Rules) different from the General Delivery Rules. Seller’s Delivery Rules are displayed by the View shipping rates link near the Seller on the sales item detailed description page on the Site. Seller’s Shipping Rules are also displayed by the View shipping rates link in the Seller’s delivery on the Place Order page.

Please note that Seller’s Delivery Rules are displayed only if the Seller has defined these rules.
General Delivery Rules are applied, if the corresponding delivery rules are not defined in the Seller’s Delivery Rules.

General Delivery Rules

  • Most orders are shipped on the next business day after payment in advance/payment is received.
  • Shipping begins after an order is dispatched from the seller’s warehouse. Please apply it to delivery estimates provided below.
  • Business Days are Monday through Friday, excluding holidays.
  • Overweight/Oversized order is an order over 35kg or dimension sum is greater than 210cm. An additional shipping charge of 25% (from delivery price) will be added to your final total because of heavy weight or/and large size.
  • If the order is overweight/oversized, it will be divided into two or more packages automatically.
  • If the order is overweight/oversized and it is not physically possible to divide it, delivery will be impossible.
  • Final Packaging, Shipping & Handling Charges, number and content of package, possibility of delivery are displayed in the Order Summary before order confirmation on the Site.

Where do we deliver to?

Delivery to Latvia

Territory of Latvia is divided into 3 delivery regions:

Delivery zone #1: Territory of Riga city.
Delivery zone #2: Daugavpils, Jēkabpils, Jelgava, Jūrmala, Liepāja, Rēzekne, Valmiera, Ventspils.
Delivery zone #3: Remaining territories of Latvia not mentioned above.

Delivery zone will be displayed near the address in case of Latvian address.

Delivery outside Latvia

Note that there are restrictions on some products, and that not all products could be shipped outside Latvia, Baltic states, and internationally. Seller sets delivery restrictions (Latvia, Baltic states, International) for each sales item he lists on the Site. Information about sales item delivery restrictions is displayed on the sales item detailed description page on the Site. Customer should note delivery restrictions described in the Shipping Policy too (for example, max weight, max dimensions, etc.).

On orders outside Latvia, customs and import duties may be applied once the shipment reaches its destination. These charges are the responsibility of the Customer and will vary from country to country. Contact your local customs office for details.

Please note that in some countries, customs and import policies prohibit the importing of some products for personal use. It is Customer’s responsibility to check destination country's policies.

Return Policy

General return rules

We understand that products sometimes fail and although we do not manufacture the products ourselves, we will do our best to keep you as a satisfied customer. Please understand that we work at low margins, so we cannot offer you unlimited services like reimbursement for return shipping or paying for overnight delivery, etc., but we will be honest and we will do our best to provide the best service for you.
The following conditions apply for Return:

  1. Customer will need the RMA (Return Merchandise Authorization) number and the return address to return the product. Please use the Return Item section of My Account. Please ensure that the RMA number is clearly visible on the package when returning a product.
  2. Customers are responsible for the return shipping and insurance. We are not responsible for loss or damage occurred during shipping returned items back to us. Please use the manufacturer’s original packaging or a strong corrugated carton to ship your product back. Pack and tape your package securely.
  3. Original shipping, handling and insurance fees are non-refundable.
  4. Defective products should be returned within 14 days of you receiving it. If it is found to be in fact defective, the seller will deliver repaired/replacement product on his own expense or will refund it, if the stock is unavailable. Please use the Return Item section of My Account.
  5. If a customer wishes a refund for an incompatible product purchased by mistake, or a working product - a 10% restocking fee per item will apply. Merchandise must be returned within 14 days in unused, like-new, 100% saleable condition and in the original manufacturers packaging with all original documents. Please use Return Item section of My Account.
  6. All shortage (incl. wrong items) claims should be made within 3 days of delivery. Please use the Report Shortage section of My Account. Seller will deliver missing items on his own expense.
  7. If damaged upon arrival, customer has the right to refuse the order (item) on time of delivery. Please use the Report Damage on Delivery section of My Account to let us know about refused order (item). Seller will deliver replacement items on his own expense or will refund it, if the stock is unavailable. Please note that this rule is applicable for the order (item) refused on time of delivery.
  8. No returns, if not reported within 14 days.
  9. Returned defective items found to be in working order will be returned at customer's expense - shipping and service fees will apply.
  10. Please understand exchange/repairs or refund is for non-physically damaged products (except refused on time of delivery orders (items)).
  11. Refund will be issued to the original account within 1-2 billing cycles within 14 days after item is received, checked and refund is approved.

    WSS reserves all right, the title and interest in its intellectual property rights (including, without limitation, all patents, trademarks, service marks, registered designs, etc. and all other similar protected rights in all countries) for Site.

    WSS Role and Rights

    WSS is not an intermediary between a Customer and a Seller. WSS provides Customer and Sellers with a place – UNIVERSAM® online trade platform, where they can negotiate and complete deals. WSS is not the agent of either the Customer or the Seller and has not authority for either, for any purpose. Accordingly, the contract formed at the completion of selling buying deal is solely between the Customer and the Seller. The enforcement of any contractual obligations arising out of the completion of the deal is the responsibility of the Customer and the Seller as parties to that deal. WSS do not provide intermediary services and WSS can not enforce or execute fulfillment of any contract.

    Because WSS is not the agent of either the Seller or the Customer, if a dispute arises between one or more participants, each of you release WSS from claims, demands and damages (actual and consequential) of every kind, known and unknown, suspected and unsuspected, disclosed and undisclosed, arising out of or in any way connected with such disputes.

    WSS retains the right, if it considers it appropriate, immediately halt any selling buying deal on the Site, to prevent or restrict access to the Site or to take any other action. WSS reserves the right and has an absolute discretion but not an obligation, to remove any content of the Site that breaches any provision of these Terms and Conditions or is objectionable otherwise.

    To the fullest extent permitted at law, WSS will not be liable for any damage of any kind including without limitation direct, indirect, incidental (including, without limitation, loss of profits, loss of revenue or loss of data) arising out of or in connection with the Site.

    Additional Conditions

    If any provision of these Terms and Conditions shall be deemed unlawful, void, or for any reason unenforceable, then that provision shall be deemed severable from these terms and conditions and shall not affect the validity and enforceability of any remaining provisions.

    WSS’s failure to enforce the strict performance of any provision of these Terms and Conditions will not constitute a waiver of WSS’s right to subsequently enforce such provision or any other provisions of these Terms and Conditions.

    WSS reserves the right to change any of the terms and conditions contained in these Terms and Conditions or any policies or guidelines governing the Site at any time and in its sole discretion. Any changes will be effective upon posting of the revisions on the Site. You are responsible for reviewing the notice and any applicable changes.

    Contract between the Customer and Seller will be governed by the laws of Latvia.

    These Terms and Conditions will be interpreted, construed and enforced in all respects in accordance with the laws of Latvia.

    The official and binding language of this Terms and Conditions shall be Latvian, irrespective of any language it may be translated to.
